If you don’t do anything before December 15, you will be automatically renewed in your plan (or a similar plan if your plan is being discontinued). But you should go and check out what’s available for 2015, for three reasons. First, your current plan may have changed its rules and your out-of-pocket costs could have changed. Second, there may be plans with benefits that suit you better and cost less that were not around last year. So it’s worth going to healthcare.gov to shop. The third issue is that if you get a subsidy and your your income has changed, you will want to recalculate the tax credit so that it is the right amount.
In answer to the question about February, if you are currently enrolled and do nothing, you should be re-enrolled automatically. But if you aren’t enrolled, you need to enroll by Dec 15 for coverage starting in January. ALso, because of glitches in some state systems last year, automatical re-enrollment may not happen, so it’s a good idea to actively re-enroll.
